Interim Commander At Walter Reed Allegedly Implicit In Past Abuses

What is wrong with the Army? They let Harvey pick an interim commander for Walter Reed Hospital? A guy who is allegedly implicit in past abuses there? Why would anyone trust Harvey's judgment to make such an appointment? Harvey was oblivious or unaware of what was goin on in his own facility, fires the commander, and then appoints this guy?
